You are looking at a vintage TOP cigarette roller. I'm not sure of the year, but it is unlike any present day rollers I see. It seems to be in good working order, other than the brown cloth rolling part is torn about half way across. I tried to show that as best I could in the second picture. It is blue in color, and the outside has signs of regular aging and use. A neat collectible.
