You are looking at a vintage neon advertising clock by Neon Clock Sales of Chicago, Illinois. When I was younger, I used to restore and collect items like this. Since getting married and having kids, it has become obvious that I won't have time to restore this gem.
The neon tubes are brand new however you will have to replace the transformer. The case isn't too bad and may not need stripping and re-painting. The trim/bright-work will need to be replaced and the clock need a good cleaning. It will also need a new message board.
